- Add build_win.bat script to check Admin privilege and build wheel file.
- Skip unsupported features on Windows.
- Fix one compilation error on Windows, caused by void* + offset.

This seems to be where it fails to compile: Running through miniconda's terminal. |

@n00mkrad could you launch the command console from Visual Studio with admin privileges, then run build_win.bat to see if it works? |
Exact same error when running from admin-launched VS22 through Package Manager PS terminal. |

So, if I manually disable AIO, OPS, and ADAM in windows and build with "python setup bdist_wheel", I still don't get a /dist folder as the readme states, or a wheel package? I can copy the deepspeed lib and .egg-info folder to my site-packages dir and get accelerate to recognize it, but when I finally get the point in my app where training tries to use it, I now get this error:

@d8ahazard, what is the error you got in running build_win.bat? NCCL is not supported on Windows, there is a change in this PR in setup.py to skip NCCL checking on Windows. |

Cuda 11.7, python 3.10.6+, torch 1.13.1cu117, xformers 0.16.0 dev build. Whl should cover the other dependencies. lscpu flag can be sidestepped in the build process for others building their own by pip installing py_cpuinfo. I'm gonna work on a proper triton 1.0.0 bc the 2.0.0 was still causing a flag until I tricked it to into thinking it was 1.0.0 in the metadata. |

Running build_win.bat on a cuda 11.6 pytorch 1.13 python 3.10.4 gives me, I have VS tools installed
